Ask for an outcome rather than for people, price the status quo in the currency the decider uses, and pre-wire the case before the forum. When someone bypasses you, treat it as evidence your intake is too slow rather than as an authority problem, and fix the front door first.
Stop treating debt as a backlog of tasks and express it as a rate — the interest you are paying in change lead time, incident load and onboarding cost — then fund only the remediation that measurably moves one of those numbers. A fixed percentage tax is easy to agree and the first thing cut under pressure.
Choose a disagreement with real stakes where your manager's position was defensible, show that you argued it with evidence through the proper channel, and finish the story with what you did after the decision was made — especially if it went against you.
Pick a case where someone competent genuinely disagreed with you, and spend the answer on what you did to change their mind - the evidence you gathered, the concession you made, the person you convinced first - rather than on how right you turned out to be.
Do not open with the Scrum Guide. Show what pre-assignment costs in flow terms, since assigning everyone an item on day one puts the whole Sprint in progress at once and stretches cycle time. Then find out what the manager needs from it and offer a mechanism that meets that need without the assignment.
Re-plan around the dependency before you escalate: price the delay, find the smallest thing the other team could give you, and design a version that ships without them. Escalate only with a costed choice between two named options, and never as a complaint about the other team's judgement.
A strategy is a diagnosis, a small set of decisions already made, and the things you are choosing not to do — written so a team can tell whether next quarter's plan complies. Adoption comes from applying it to a live decision within weeks, wiring it into existing rituals, and making the compliant path the cheapest one.
